Thanks (belatedly, sorry) for the reply, and the link to Elizabeth Mill's article. I was aware of most of the ideas and principles she talks about, but it's nevertheless an excellent discussion of the issues. And you're right about looking at records outside Iowa, and I've been doing that all along, in New York and Michigan, and also in Pennsylvania (where Philip Burlingham(1) was in 1832) and California (where Squire's son Nathan ended up).
Since my initial post I've found a couple other items of interest, looking at land records. I already knew that Philip Burlingham(1)’s son Philip, and Squire Burlingham (who I'm trying to show were brothers), were listed close to each other in Allegan Co., Michigan, in the 1840 census. Now I've found that they both bought land there in the same township on the same day, 14 Dec 1839.
Also, in 1852 Cynthia Burlingham (of Ellicott, Chautauqua Co., New York) bought land in Jamestown, New York, and in 1861 Cynthia Burlingham (of Fayette Co., Iowa) sold the same land, more evidence that the Philip and Cynthia Burlingham who married in Chautauqua Co. are the same couple as the Philip and Cynthia Burlingham living with Robert Burlingham in Fayette Co. in 1860.
