I'm glad that my brief outline about Wicks Mill was helpful to you. A January 1, 1953 newspaper article in The Nonpareil, telling the story of the first 100 years of Council Bluffs, indicates that Wicks Mill (later called Parks Mill) was built by the Pottawattamie Indians from their own funds in 1841.
