Do you have a month and day? This leaves me with an interesting mystery. My mother's birth certificate from Aug 4, 1919 gives 182 Dodge St. as place of residence. The 1920 census has an Emily Umbreit with husband Richard and son Ellis living at that address. All the data fits Emily Hogbin Phelps, born in Ill., parents born in England. Further, I found Earl Phelps' WW I draft registration and he gave Emily Umbreit as nearest relative, and her address is same as his. Earl was my grandmother Eva's brother and Emily's son. This led me to believe Emily had not died and had married Richard Umbreit. If she died in 1916, what is the explanation for this? The draft card is dated August 1918. Earl also was working at Farley & Loetscher, same place as Thomas Dillon, Eva's husband & also my grandfather. Could she have possibly recovered after Fred left Dubuque?
