Maria Blanchard and Cordelia Archer

Allen E. BLANCHARD lived in Lansing, Allamakee County and was age 61 at the time of the 1895 Iowa State Census. His wife's name was shown as Maria, age 52. There were three grown children in the household. Later censuses have the parents of these children shown as Allen E. BLANCHARD, father, and Cordelia ARCHER, mother.
In Oak Hill Cemetery in Lansing township are buried Allen F. [sic] BLANCHARD 1833-1915 and Cordelia BLANCHARD 1841-1909. I believe this is the same Cordelia ARCHER who is shown as the 14 year old daughter of Asa and Harriet ARCHER in the 1856 Iowa State Census, living in Makee township, Allamakee County.
I am trying to follow the life story of my great grandmother's sister, Maria BOHAN, who is shown in the 1900 U.S. Census as the widow, Maria BLANCHARD, living with her widowed sister, my great grandmother, in Lawler, Chickasaw County. I suspect this may be the same Maria BLANCHARD shown in the 1895 census as the wife of Allen E. BLANCHARD.
I am wondering if it is possible that Cordelia ARCHER BLANCHARD became invalid or insane and was put into the County Home near Waukon before her death.
Does anyone know if the records of the home (burned in 1882 and again in 1935) are in existence and searchable?
