It is the license number for the undertaker. It appears that even though there is no marker for baby girl Rickabaugh, the family probably purchased a plot. Have you checked with the City of Whiting to search lot ownerships for the cemetery? Could she have been buried in a relative's cemetery plot? The year 1931 was during the depression years so money was tight.
