You can contact the Recorder's Office, 25 N 7 St., Keokuk, IA 52632 (319) 524-1126 concerning a birth certificate. We have two courthouses in Lee Co. The other Recorder's Office, 10 St & Ave H, Ft. Madison, IA 52627 (319) 372-4662.
