Kate, You keep referring to county locations. Have you checked with the state for his d/r? Naturalization was a 2 step process, the first papers, or petion application and the final papers. The final papers would indicate nothing more than he gives up his allegience to the king or queen of ________ and is now a U.S. citizen. The petition application might contain more such as when & where his port of entry was and maybe where in Ireland. But most likely only that he was from Ireland. And he could have filed either of these requests in one or both counties. If you live near a large genealogy research facility, you might look for the publication "Immigration and Naturalization Records" authored by P. William Philby. It is a huge tome with several supplements but is the best index source I have found for where these records for specific individuals can be found. Jackson co. has some early immigration records on file. I found one for another poster a couple years ago. Dick
