I agree that you are right in thinking that the National cemetery is a very likely burial place. The Reinhardt death dates aren't really all that 'early' being mostly in the first decade of the 1900s. Burials occurring much earlier were recorded in both the Postville & National cemeteries.
I took another look at the (unfortunately very small) image of the National cemetery burial plot map. A transcription of that map shows that B. Reinhardt is buried in Row 4 Lot 12.

https://iagenweb.org/clayton/cemetery/farmersburg_plot.jpgThe WPA did survey the National cemetery during the 1930's - but no Reinhardt appears in the WPA records for National. WPA records are not complete for any cemetery, but certainly if there had been even one Reinhardt grave marker in National at that time, it would have been recorded.
FindaGrave has a memorial/gravestone in National cemetery for Caroline Reinhardt who died 1889. To me, the gravestone appears to be much newer than one originally placed in 1889. The Lot & row where of her gravestone is not included. I might be way off in thinking that she is buried in Lot 12 with her husband's parents .....
I'll keep an eye out & hope that someone else reading your query will have additional information.
