I am looking for help researching a man named Charles Garland ANDREWS III. He was astranged from his chidren when he died in, (I believe) 1998 or 1999. I have been told that he was homeless when he died and that he was living in Carroll. I assume if he lived in Carroll he is buried there? Or do homeless persons get burial elsewhere? I can't find him in records, I am sure he has no stone or marker. Any help in locating record of his burial would be great.
