BACKGROUND: Between 1914 – 1934, states began passing Old Age Assistance laws to keep people out of over-crowded Poor Farms. In 1935, during the Great Depression, the Social Security Act, Title 1, Old Age Assistance (OAA) gave cash payments to poor elderly people, regardless of their work record. Old Age Assistance later became Social Security. |
