• For New York state: nys historic newspapers allows you to choose a county and enter a search. Works well.
• The Ancestor Hunt - links by state, province, and focus
• Advantage Archives - it seems as if its initial focus was on towns in Iowa and Illinois and now are extending to surrounding states trying to archive newspapers of small towns
• U.S. Newspapers and Obituaries Directory - As part of LDS Genealogy (not connected with FamilySearch.org), this appears to a fairly comprehensive listing of sources on a state basis.
