STATISTICS RELATING TO THE
OPERATION OF THE MULCT LAW
Two years ago the secretary of state collected statistics
relating to the operation of the mulct law during the year ending
September 30, 1906, and published the same in the 1907-8 issue of
the Official Register. The material published at that time was so
generally received as giving complete and authentic information
relative to the extent of the sale of intoxicants in the state that
it was deemed advisable to again collect information along this line
for publication in the 1909-10 Official Register. Accordingly blanks
were sent to the county treasurers requesting them to furnish the
secretary of state the following information; the names of all
cities, towns and townships in their country in which there were
saloons in operation under the provisions of the mulct law on
September 30, 1908, the number of saloons in each of said cities,
towns and townships, the total amount of mulct tax collected by them
during the year beginning October 1, 1907, and ending September 30,
1908. To this request replies were received from all the county
treasurers in the state.
The treasurer of each city or town, which had been reported by
the county treasurer, was then asked to report the amount of tax
paid by each saloon in such city or town and also to report the
total amount of city tax collected from all the saloons in such city
or town during the year ending September 30, 1908, not including in
such total any of the tax the city or town received from the county
treasurer as its share of the six hundred dollar tax collected by
the county. Replies were received from the treasurers of all the
cities and towns.
All of the above information requested was a duplicate of the
information collected by the secretary of state in 1906 and
published in the 1907-8 Official Register.
From the returns collected it is shown that on September 30,
1908, there were forty counties, forty townships and two hundred
twenty-four cities and towns in which saloons were operating under
the mulct law; the returns in 1906 showed that on September 30th
there were forty-three counties, fifty-one townships and two hundred
forty-two cities and towns in which the law was in operation. On
September 30, 1908, there were 1,612 saloons in operation in the
state, while on the same date in 1906 there were 1770. The counties
during the year beginning October 1, 1907, and ending September 30,
1908, collected as mulct tax $993,956.71; for the same period in
1906 there was collected $1,097,052.52.
The returns from the cities and towns show that for the year
ending September 30, 1908, there was collected by the cities and
towns as city tax under the mulct law, $383,090.74; in 1906 for the
same period the cities and towns collected $377,092.68. The average
tax paid by each saloon on September 30, 1908 there were sixty
cities and towns which did not collect any tax other than that
required by law; in 1906 there were seventy-six cities and towns
which collected no additional tax.
The auditor of state collected certain statistics relative to
the mulct law in 1899. From his report made at that time it is shown
that on July 1, 1899, were 1530 saloons in the state on that date
and the average tax paid by the saloons was $864.45
