Mary,

Miltary records from World War II would be Federal records. If the person is deceased then a relative may obtain the relative's military records. The best place to start would the National Personnel Records Center. You may apply for military records online by going to www.vetrecs.archives.gov

Since you are not the veteran, be prepared to jump through considerable hoops - particularly in this age of identity theft. Good Luck.
