I did a Google search & below is a copy of it. Also has a photo of him. Social security death index shows he died Dec 1981. A search on FindAGrave revealed No Hits.

JACOBS B. MINCKS Ottumwa Democrat Ninth Senatorial District—Wapello County Born in Davis County, August 26, 1913. Attended rural schools in Davis and Appanoose Counties and Moulton High School. Married Mildred Cottrell, August 31, 1935. Father of two children, Larry and Linda. Employee John Deere Ottumwa Works for the past 17 years. Member of the Fraternal Order of Eagles Aerie 114, and member of United Automobile Workers, Local 74. Presently executive vice-president of the Iowa Federation of Labor. Elected to senate in 1958, reelected in 1962
