Grandfather's birth family

I'm looking for any info I can find on my Grandfather's birth family. He was born July 3, 1907 possibly somewhere in Musatine County. He was named Francis Addelman Regnier. He and his sister Mary(Agnes) were the youngest of five children. When he was about 5 yrs old and she was about 3 yrs, they were put up for adoption. I've been told they were from Atalissa. Both were adopted by the same family in Panora, IA. Thier adopted name was Haltom. I haven't been able to find anything on their birth parents, Dr Charles Regnier and his wife, at least I've been told he was a country doctor. Addelman may have been their mother's maiden name
