Birth record

G2 grandmother was born 1865 in Eldorado, Dover Township. Where do I go to search for birth certificate or other birth record? State of Iowa, if I understand correctly, only indexed from 1881. Does Fayette County Clerk have earlier or are there no formal records.

Would local church/parish records exist for a birth then?
