I think this man could be Mary Ann Snyder Clifford’s uncle. He is too old to be a sibling and too young to be Mary's parent. He lived in Freeport, Ill for a time. That is where according to Henry Cliffords second marriage record(online at Familysearch.org) that Henry was born in Freeport and that his mother was Mary Ann Snyder Clifford.

I think you must know that Joseph lived in Green, WI in 1859,Carroll, Il in 1860 and of course Tama, IA in 1870. I noted with interest that Joseph did not own land by 1870.
