I just checked the other cemetery listing (East Dubuque Cemetery) on the Jo Daviess page in that township (Dunlieth Township), and there is a Walter Cook listed, with dates of 1832-1914. There are several other Cooks listed in that cemetery. Perhaps this is the grave you are looking for.

Good luck with your trip to Dubuque County.
