"The Milwaukee House" seems to be a common name for boarding houses throughout the midwest at the turn of the century. You'll find it in a lot of city directories, with entries like "John Smith, mason, bds Milwaukee House." In at least a couple of cases, there is mention that it is "near depot."

If I were going to pursue this further, my first query would be to railroad historians, especially any for the Milwaukee Road, asking whether such houses were either originally built or purchased by the Road, or otherwise subsidized, perhaps as a place for employees to stay on layovers. The Milwaukee certainly had a large presence in Perry at that time. Some artifacts relating to it are on display at "David's Milwaukee Diner" in the beautifully renovated (and fully operational)Hotel Pattee there.
