Did the record you found give any indication where he was from? In that time frame, most Germans left from foreign ports, but when they sailed from a German port it was almost always from Hamburg, so that gives us no clues where he was from.

German records are organized by city/town. Without that information, your quest is unlikely to be successful.

btw - his German name was almost certainly not Shutterly. His name was Americanized sometime after he left Germany.
